Access Control with Shared roster group

Hello,

We would like to deny the xmpp access from a lot of users.

We tried and configured on Web Admin;

1. We created shared roster group "GROUP-deny".

2. We added some users to the "GROUP-deny"

3. We defined the Access Control List "ACL-deny" as follows;
ACL-deny users GROUP-deny

4. We defined the Access Rule "Rule-deny" as follows;
RULE-deny [{deny,'ACL-deny'},{allow,all}]

However, After configuration, the user of GROUP-deny CAN access.

* We never restarted the ejabberd process.
B/c When we restarted it, the above configuration was deleted on Web Admin.

We are worry that We can NOT user Access Control List with Shared roster group?

We understand that it is impossible to use Shared Roster Group for ACL.

Our original purpose is to limit the number of access users.
( We have more than 100,000 users access for our site. )

However, we did not find such the configuration for access limitation,
and, we examined to use the function of ACL and shared roster group.

If you have any idea of access limitation, please let us know.
