Fail to login in cluster mode though http-bind

Operation problem

I had setup 2 ejabberd 2.0.1 in cluster mode
e.g. Node 1 and Node 2

1. an apache web service is act as load balancer in front of node 1 and 2
2. client login though web server using http-bind
3. kill all ejabberd processes at node 1
4. client should allow login though node 2

but the result is Fail to login to node 2 though http-bind
(I try using socket client like Psi, that is success)
