How do I deny all users on my server the right to add and remove items from there rosters. As Admin I have created shared rosters using the mod shared roster for everyone. I do not want them to have the ability to add new users and make new groups.

Regarding contacts that a user gets from mod_shared_roster: notice that a user can TRY to remove those contacts; but they reappear when the user reconnects.
The bad news for you plan is that mod_roster doesn't implement any option to restrict a user if he can add more contacts to his personal roster.
