I'm setting up an ejabberd server, and can't figure out how to (if it's even possible to) allow file transfers in a MUC (such that one user can post a file (say an image) and all users in the chat will receive it. Thanks.

Not implemented
The MUC protocol (http://xmpp.org/extensions/xep-0045.html) doesn't describe such feature. And ejabberd doesn't implement such feature, either.
