No. In Jabber, the Username can be numbers like 666123456. But the account is identified with Username@Server, so it must always be or whatever.

Not in the XMPP/Jabber protocol. And ejabberd does not support that either.
The only way I can think, if you have control of the client used by your users, to modify the source code and hide the @serverpart in the graphical interface, or to put its default value.
