{error,access_rules_unauthorized} when registering account

Hi all,

Whenever I try to register a user using

ejabberdctl register admin localhost testpassword

I get the following error:

{error,access_rules_unauthorized}

I have added 0.0.0.0/0 to the trusted list in network to register and restarted ejab but made no difference.

Please help.
