how can i access to the web admin in other server

In other server, i can't access to the web admin,

ejabberd ip is192.168.0.221

{{5281, "0.0.0.0"}, ejabberd_http, [
http_poll
,web_admin
]}

]}.

access server ip is 192.168.0.110
wget http://192.168.0.221:5281/admin/

error msg is Connecting to 192.168.0.221:5281... failed: Connection refused.

but in the localhost is ok

who can help me ? :((
