Hello,
I am using mod_xmlrpc module. and i want to create blacklist for user from PHP. Is any API available to create blacklist

First, mod_xmlrpc is deprecated. Please read comment here: https://github.com/processone/ejabberd-contrib/issues/34

With mod_admin_extra, you should be able to set a privacy list on behalf of user. You should look into the command privacy_set.
