Configuring register_web_admin

I'm having trouble configuring register_web_admin. I get an error message that says "Not allowed". I was wondering if someone could give me pointers on the problem, or how to debug it. I have captchas set up correctly (I see the picture on the register page). I've tried to disable captchas by commenting out captcha_cmd etc but that doesn't seem to do anything (neither fixes the problem or removes the captcha prompt).
